a) Data Processing When Visiting This Website
Every time you visit a website, data necessary for providing the service is collected and exchanged. This includes:
- IP address
- Type and version of your web browser
- Operating system used
- The page accessed
- The previously visited page (referrer URL)
- Time of the server request.
This data is stored in log files on an external server operated by our service provider, “Projektträger Jülich, Forschungszentrum Jülich GmbH,” beyond the time of the visit.
When using this general data and information, Projektträger Jülich does not draw any conclusions about the data subject. Rather, this information is required to (1) deliver the content of our website correctly, (2) optimize the content of our website for users, (3) ensure the continued functionality of our information technology systems and the technology of our website, and (4) provide law enforcement authorities with the information necessary for prosecution in the event of a cyberattack. This anonymously collected data and information is therefore evaluated by Projektträger Jülich, Forschungszentrum Jülich GmbH, on the one hand, for statistical purposes and, furthermore, with the aim of enhancing data protection and data security, in order to ultimately ensure an optimal level of protection for the personal data processed by Projektträger Jülich, Forschungszentrum Jülich GmbH. The data from the server log files is stored separately from all personal data provided by a data subject. The legal basis for this processing is Art. 6(1)(e) GDPR in conjunction with § 3 DSG NRW.
b) Use of the web analytics software “Matomo”
This website uses “Matomo,” an open-source web analytics software available at https://matomo.org under the GPL (GNU General Public License), which enables us to analyze how the website is used. Information generated by log files is transmitted to our hosting provider’s server and evaluated exclusively in-house. This information cannot be linked to specific individuals. We use the data obtained solely to analyze and improve our website. The information is not used for advertising purposes or sold to third parties.
Your IP address is anonymized before being stored. If you have configured your browser so that your visit is generally not recorded by analytics software, “Matomo” respects this setting. The legal basis for processing your data to analyze your user behavior is your voluntary and informed consent pursuant to Art. 6(1)(a) of the GDPR. You may revoke this consent at any time with future effect by clicking here. Revoking your consent does not affect the lawfulness of processing carried out on the basis of your consent prior to revocation.
Cookies
Please note that the providers Twitter, YouTube and Google are based in a so-called third country, here the USA, within the meaning of the GDPR. In its decision of July 16, 2020, Case C-311/18 ("Schrems II"), the Court of Justice of the European Union (CJEU) invalidated the European Commission's decision on EU-US data protection obligations (Privacy Shield Decision 2016/1250) explained. A data protection level that is essentially comparable to the European data protection standards does not exist for the USA.
As a result, there is no valid adequacy decision by the European Commission with regard to the transfer of personal data to the USA within the meaning of 45 Para. 1, 3 GDPR. Furthermore, there are no so-called suitable guarantees within the meaning of Art. 46 Paragraph 2, 3 GDPR, which enable a corresponding level of protection without further measures. It cannot be ruled out that a company based in the USA may grant government agencies access to the processed personal data. Personal data could therefore be passed on to third parties. The rights of those affected may not be able to be enforced.
Therefore, the transmission of the data (IP address) in the context of the use of Twitter, YouTube or Google is only possible with your express consent in accordance with Article 49 Paragraph 1 lit.
4. Collection of Personal Data When Contacting Us
This website allows you to quickly contact Projektträger Jülich and MWIKE NRW electronically. If you contact the Startercenter.NRW representative via email, the personal data you provide will be automatically stored by Projektträger Jülich for the purpose of processing your inquiry. If you report a legal obstacle, your inquiry will be forwarded directly to MWIKE NRW, where the data will be processed. When using the contact form, the following personal data is transmitted: name, email address, and—if entered—phone number.
The personal data you enter will be used only for the purpose you have specified. Furthermore, this data will be stored only for as long as necessary to process your inquiry and in accordance with legal and contractual requirements.
The legal basis for this processing of your personal data is Art. 6(1)(e) of the GDPR in conjunction with § 3 of the DSG NRW.
Persons under the age of 16 should not submit any personal data to us unless consent has been given by their parents or legal guardians (those exercising parental responsibility) (Art. 8(1) GDPR). Such consent must then be explicitly noted in the message (Art. 8(2) GDPR). We do not request personal data from children and adolescents. We do not knowingly collect such data.
5. Processing of Personal Data in Connection with Startercenter.NRW
We use rapidmail to send Startercenter.NRW emails. Your email address is therefore transmitted to rapidmail GmbH. rapidmail GmbH is prohibited from using your email address for any purpose other than sending these emails. rapidmail GmbH is not permitted to share or sell your email address. rapidmail GmbH is a German, certified newsletter software provider that was carefully selected in accordance with the requirements of the GDPR and the BDSG. Additionally, a contract for data processing has been established in accordance with Article 28 of the GDPR.
The processing of your email address is based on your consent pursuant to Article 6(1)(a) of the GDPR. You may revoke your consent to the storage and use of your email address for newsletter distribution at any time, e.g., via the unsubscribe link in the emails. The lawfulness of the processing based on your consent remains unaffected until we receive your revocation.

6. Social Media
In some cases, social media platforms (such as YouTube) are integrated into the website www.startercenter.nrw via plug-ins (also known as “widgets”). These are provided in such a way that data can only be transmitted after you have given your consent through a so-called “two-click solution.” As part of the two-click solution, you are asked to explicitly and knowingly decide whether you wish to use social media plug-ins. Only after giving this consent can you access the social media platforms (legal basis: Art. 6(1)(a) GDPR).
If you use social media, the privacy policies of the respective service always apply to these applications. We therefore expressly ask you to review the relevant privacy policies before activation, because in case of doubt, data is transmitted directly from your computer to the operators of the social media platforms every time you access them.
None of the services has full knowledge of what data is collected and how it is processed in each individual case. It is highly likely that at least the following data is collected, even if you are not logged in:
- IP address
- Time the website was accessed
- URL of the website where the plug-in is used
- Location-based information (for mobile devices)
- Device-related information (e.g., the operating system used and browser information)
- Previously visited websites for advertising purposes
- Data from unaffiliated third parties (e.g., email addresses for referrals)
- Unless otherwise specified, it can be assumed that the following technologies are used in plug-ins for data collection across all services:
- Cookies (e.g., permanent storage of your login data); this may also be done by third-party providers such as advertisers
- Log files (storage of cookie data on the service’s servers)
- Analytics scripts (e.g., tracking click behavior on a page)
- Forwarding of posted links (primarily on Facebook and Twitter)
- Local file storage (e.g., permanent caching of images)
All services share personal data with contracted third-party providers for the provision of outsourced services (e.g., newsletters) and with authorities if they are legally obligated to do so or if there is suspicion of a legal violation, as well as with new business owners in the event of a company acquisition or insolvency.

7. Data Security
The security of your personal data is very important to us. We have entered into a comprehensive data protection agreement with the service provider used for this website. For security reasons and to protect the transmission of confidential information—such as that submitted via the contact form—this site uses TLS encryption. You can recognize an encrypted connection by the fact that the address bar of the browser changes from “http://” to “https://” and by the lock icon in your browser bar. When TLS encryption is activated, the data you transmit to us cannot be read by third parties.
8. Disclosure to Third Parties
We treat personal data as confidential. Apart from the scenarios already mentioned in the privacy policy: We do not disclose your personal data to third parties unless you have given your consent or we are legally obligated to do so. Data logged when accessing the website or collected for a specific service will only be transferred to third parties if we are required to do so by law or by a court or prosecutorial order, or if the transfer is necessary for legal or criminal prosecution in the event of attacks on the website’s infrastructure.
